43 – The Man Wearing Richard’s Name Was Frank Mercer’s Supposedly Dead Brother, and Curtis Realized Victor Had Been Guiding Him for Years

Curtis recognized the photograph immediately.

Security footage from the federal parking garage was poor.

Hat.

Glasses.

Brown coat.

But Janet had been wearing a small body camera.

External Custodians documented sensitive transfers.

Her recording caught the man's face when he accepted the ZERO key.

Curtis stared at the still.

His injured shoulder was strapped tightly against his chest.

"That's Victor."

No uncertainty.

"Your uncle?"

"Yes."

"Alive?"

Curtis laughed once.

Not humor.

"Apparently."

Victor Mercer.

Frank's half-brother.

The man who had assumed Frank's identity after Frank's real death.

The man supposedly killed nine years ago in a staged-looking crash we had believed was actually fatal.

Alive.

Again.

I was losing patience with resurrection.

"Who died in Victor's crash?"

Marquez already had people reopening the file.

Burned body.

Identification through dental comparison and documents.

Dental records supplied by a clinic connected to Crowe.

Of course.

DNA had not been performed.

"Could Thomas have staged it?"

Curtis nodded.

"Yes."

"Why would Victor fake his own death?"

"To leave."

That answer came too quickly.

"You know something."

Curtis looked down.

"Victor hated Leonard."

"That doesn't answer me."

"He hated my father too."

Frank had bullied Victor since childhood.

Later recruited him.

Used him as a substitute.

Made him wear his clothes.

Drive his vehicles.

Sign his name.

After Frank died, Leonard and Thomas turned that resemblance into an operational identity.

Victor became Frank.

"Did he agree?"

"At first."

"For money?"

"For belonging."

The same disease in another form.

Importance.

Family.

A role.

Then Victor realized being Frank meant inheriting Frank's enemies and crimes.

He wanted out.

Thomas arranged the crash.

Curtis believed Victor had died because Leonard showed him photographs.

"Did you see a body?"

"No."

"Funeral?"

"Closed."

Of course.

"Who has been helping Victor since?"

Curtis looked ashamed.

"Maybe me."

"How?"

He had received anonymous instructions for years.

Warnings.

Addresses.

Occasional cash.

Information about Leonard.

He assumed the source was someone inside Rebecca's network.

Sometimes the messages helped him avoid arrest.

Sometimes they pushed him toward Evelyn.

Toward James.

Toward Michael.

"Show us."

His old devices were already evidence.

Investigators searched archived messages.

A recurring sender used the initials:

F.M.

Curtis assumed Frank Mercer as a legacy code.

Maybe it meant Victor operating as Frank.

One message fifteen years earlier:

ASK EVELYN WHY YOUR FATHER NEEDED MICHAEL DEAD.

Another:

LEONARD WILL NEVER TELL YOU WHO SHOT FRANK.

Victor had been guiding Curtis toward the truth while remaining hidden.

"Why not just tell him?"

I asked.

Curtis answered before anyone else.

"Because in this family nobody says something directly if they can turn it into a twenty-year scavenger hunt."

I almost smiled.

He was not wrong.

"Where would Victor go?"

Curtis thought.

"Rail yards."

"Why?"

Victor worked freight before Frank recruited him.

He knew abandoned depots.

Storage spurs.

Maintenance buildings.

Gregory Lane had been sent to a freight depot by Pike.

Maybe not coincidence.

Gregory joined remotely.

When shown Victor's image, his reaction was immediate.

"I know him."

"From where?"

"He got me out."

"Out of the trunk?"

"No."

Earlier.

Years earlier, when Gregory wanted to stop surveillance work, an older man calling himself Martin warned him Leonard would never release him.

Not Martin Hale.

Different Martin.

Victor.

"He told me if I ever needed to disappear, use freight routes."

"Did you?"

"No."

"Why?"

"I had kids."

Leaving meant abandoning them.

So Gregory stayed close.

Another person trapped by the belief that protection required disappearance.

"Did Victor know Pike?"

"Yes."

"Rebecca?"

"I think so."

"Thomas?"

"Definitely."

The network was not a pyramid anymore.

It was a web of people holding fragments of one another.

Marquez issued Victor's image nationwide.

No public announcement yet.

They wanted him before he realized we knew.

Too late.

My phone rang.

Richard.

Except Richard stood beside me.

The display showed his number.

Spoofed.

I answered.

A man's voice.

"Margaret."

"Victor."

Pause.

Then:

"Curtis always was bad at keeping family secrets."

"Apparently that's improving."

Victor laughed.

His voice sounded ordinary.

That bothered me.

"Why use Richard's identity?"

"Because Janet wouldn't give the key to Victor Mercer."

"She might have if you'd told the truth."

"No."

"Did you try?"

Silence.

There it was.

"No."

"Then you don't know."

"You sound like Evelyn."

"Everyone keeps saying that."

"She was difficult."

"Good."

Victor laughed again.

"What do you want?"

"I want Site Zero preserved."

"It is."

"I know."

"Then why give Tyler the key?"

"I didn't."

My grip tightened.

"You took it from Janet."

"Yes."

"Who put it in Tyler's jacket?"

"Someone else."

"Name."

"Not yet."

"Then this conversation is over."

I moved to disconnect.

"Claire."

I stopped.

"What about her?"

"The person who planted the key works for Claire."

Claire stood across the room.

Her face went blank.

"No."

Victor continued.

"Ask her about Nathan."

Claire whispered:

"Oh, God."

"Who is Nathan?"

She sat.

"Nathan Cole."

A friend.

More than a friend once.

Legal-aid investigator.

He helped Claire search records relating to Michael.

He knew some of her real family history.

"Did he know about Site Zero?"

"No."

"Did he have access to Tyler's protected location?"

Claire thought.

"He worked contract investigations for the federal public defender office."

Possible building access.

"Why would he plant the key?"

Victor answered.

"Because I asked him to."

"Then he works for you, not Claire."

"He works for himself."

That phrase again.

Pike had said it too.

People inside corrupt systems loved imagining independence while selling pieces of themselves.

"Why involve Tyler?"

"Because I needed the key to reach you."

"You had my lawyer."

"Monitored."

"Federal agents."

"Compromised before."

"Mail."

"Interceptable."

"So you used my son."

"Yes."

No apology.

My anger became very calm.

"Then you misunderstood me."

"How?"

"You thought using Tyler would make me listen."

"It did."

"No. It made me know exactly what you are."

Victor went quiet.

I continued.

"You could have surrendered the key to Janet. You could have put it in court custody. You could have contacted Marquez. Instead you used a twenty-three-year-old already being manipulated by this network because you knew he wanted to feel useful."

"Nothing happened to him."

"That is what everyone says right before they explain why using somebody was acceptable."

Claire looked at me.

So did Michael.

Victor's voice hardened.

"You want the truth or not?"

"Yes."

"Then stop pretending truth arrives clean."

"It doesn't."

I looked at Tyler.

"But the dirt doesn't become virtue just because the information is useful."

Silence.

Then Victor said:

"Frank's recording of Robert."

Curtis sat forward.

We had never found it.

Curtis said his father recorded Robert authorizing human targets.

"Where?"

"I have it."

"Why?"

"Frank gave it to me before he died."

"Did you hear it?"

"Yes."

"Does Robert explicitly authorize killing?"

"Yes."

That would strengthen cases even after Robert's death by establishing conspiracy context.

"Turn it over."

"I will."

"Conditions?"

"One."

Of course.

"What?"

"Leave Curtis out of it."

Curtis looked stunned.

"No."

Victor ignored him.

"He did what Leonard made him do."

Curtis leaned toward the microphone.

"Uncle Victor."

Silence.

"Don't."

Victor's voice softened.

"Curt."

"Don't do that."

"I'm trying to keep you out."

"I abducted Michael."

"Rebecca had your daughter."

"I hit him."

"Because—"

"No."

Curtis's face tightened with pain.

"Don't turn me into you."

Victor stopped.

Curtis continued.

"You spent years hiding and calling it protection. You sent me clues instead of showing up. You let me work for Leonard because you were scared he'd find you."

"I was trying to survive."

"I know."

Curtis swallowed.

"But I still did what I did."

Victor said nothing.

"I'll testify about Dad. Leonard. Rebecca. You. Me."

"Curtis."

"No deal for me."

I watched him.

Not redeemed.

Not clean.

Responsible.

That was different.

Victor finally said:

"Your father would hate you."

Curtis's eyes filled.

"Good."

The line went silent.

Then Victor spoke to me.

"Freight yard seventeen. Locker six."

"Recording?"

"Yes."

"Are you there?"

"No."

"Where are you?"

"Close enough."

He disconnected.

Federal agents found the locker.

Inside was a cassette sealed in plastic.

Frank's handwriting.

R.V. — IF HE DENIES IT.

The audio was clear.

Robert.

Frank.

Leonard.

Date two days before the fire.

Frank asked:

"What about the people?"

Robert answered:

"If they're still in the building after Daniel's deadline, they're part of the problem."

Frank asked:

"Samuel?"

"Problem."

"Michael?"

A pause.

"If he has the ledger, yes."

"Daniel?"

Another pause.

"Not unless necessary."

"Evelyn?"

Robert became angry.

"She shouldn't be there."

Frank pressed.

"If she is?"

Robert answered:

"Then you do what protects the structure."

No ambiguity.

Human targets.

Not an accidental interpretation.

Robert had authorized lethal violence conditionally.

Leonard's voice on tape objected.

Robert dismissed him.

Then Frank asked:

"And Margaret?"

Robert answered immediately.

"No."

"Why?"

"She belongs to Northstar."

My stomach turned.

Protected property.

Again.

Robert had spared me not because I was innocent.

Because he had designated me as a future legal shell.

Dad's agreement protected me by making me useful.

I hated it.

I also understood why Dad signed.

Both could coexist.

The recording ended.

Curtis covered his face.

His father had not merely interpreted Robert's language aggressively.

Frank had sought explicit permission.

Received it.

Then carried it out.

Marquez secured the tape.

"Victor just gave us one of the strongest original pieces of evidence."

"That doesn't make him trustworthy."

"No."

Good.

Then agents located Nathan Cole.

He was at his apartment.

He did not run.

He admitted planting the key.

Victor had contacted him with proof of Claire's family history and said Site Zero would be destroyed unless the key reached me.

Nathan believed him.

"Why not tell Claire?"

"He said Rebecca monitored her."

"Why not tell police?"

"Pike."

The corrupt officer had poisoned trust far beyond his own actions.

Nathan thought official channels remained compromised.

"So you used Tyler."

Nathan looked ashamed.

"Yes."

"Did you know his history?"

"Some."

"Did you know he was being prosecuted?"

"Yes."

"Then you knew exactly why he'd bring it to his mother."

Nathan did not answer.

Claire asked to speak to him privately.

Then decided against it.

"No."

She looked at the screen.

"You used my relationship with you to decide what my family needed."

Nathan started:

"Claire—"

"No."

She disconnected.

Another boundary.

Another person learning not every explanation deserved immediate audience.

That evening, Victor sent one final message to Curtis.

Not me.

Not Marquez.

Curtis showed it voluntarily.

YOU WERE SUPPOSED TO GET OUT.

Curtis typed a reply.

SO WERE YOU.

Then handed the phone to investigators.

Before midnight, a freight-yard camera captured Victor boarding an empty maintenance car moving west.

Agents stopped the train twenty miles later.

Victor was gone.

But inside the car they found a canvas bag.

Cash.

False IDs.

Richard's forged identification.

And a photograph of my family taken outside my house three weeks earlier.

On the back:

MARGARET IS THE EXIT.

I stared at the words.

Not target.

Not owner.

Exit.

Victor believed I could end something.

Or help him escape it.

Then another photograph slid from the bag.

My mother and Victor.

Taken eleven years ago.

Three years after Mom supposedly believed Victor had died.

They were sitting at a diner.

Talking.

Mom had known Victor survived too.

On the back, in Mom's handwriting:

VICTOR KNOWS WHERE LEONARD PUT DANIEL'S LAST CONFESSION.

Dad had left one more confession.

Not the cassette.

Not the note.

Something Leonard had hidden.

And Victor was the only person still free who knew where it was.

Click
